dpkg/dselect work on intimate?

I just reinstalled intimate on an iPaq 3630 with a 2GB Toshiba PCMCIA drive.
I'd like to use dpkg or dselect to install ARM-compiled packages from a
flash card in the 2nd PCMCIA slot, rather than installing from the
internet...can I do this? I can order the debian for ARM CD-ROMs, and then
copy over to a large flash card.
