So I ask again, did anyone else have an issue with the 2.15.15
bootloader where the screen was blank on reset, and had a blinking green
power light as the only indication of life?

As I stated earlier, after a couple minutes, the light turned into a
steady amber, at which point I could put the Ipaq into the cradle and
get a prompt. After installing a root image, the CRL bootloader screen
appeared. Weird, huh?

I'm using the (unfortunately unversioned) task-bootstrap image from the
unstable feed:

It is currently 2.4.7-rmk3-np1-devfs.

(I'm also using the bootldr 2.15.15, FWIW, from the samke place.)
