/usr/share/locale/cs

I'm running into some trouble with apt-get. I've just gotten Intimate
installed successfully, but when I try to install or upgrade certain
packages, it gives me this error:

 unable to stat `./usr/share/locale/cs' (which I was about to install):
Permission denied

I am unable to change or even view the attributes for this
file/directory. It complains like this when trying to install things
like dpkg_1.9.16_arm.deb. I also run into this kind of thing when
trying to install python2-base, but with the file
'/usr/share/lintian/overrides'. Does anyone know what is causing this?
