I have managed to get over this error by adding this to my local.conf:
ENABLE_BINARY_LOCALE_GENERATION = "0"

I was able to do a:
$ bitbake nano

But, the real newbie question would be:
Now that Ive got things working, what do I do?
Where do I get a kernel version that compiles? How do I compile it?
After I compile it how do I deploy it to the iPaq?

If those questions are too generic, could anyone at least point me
somewhere I could read and learn?
