I restarted the iPAQ with the reset button and after that it just sat there
like it was booting up and never booted.

The diagnostic fee was $49 from HP.

I understand you can't replace the ROM, but you should be able to replace
the image on it. I can't imagine that the ROM itself has any hardware issue
of any sort.
