"stable" ipkg kpacman fails

On OZ 3.2, installed to "root" but located on SD as described starting at
http://www.linux-migration.org/ch05s10s05.html. Running it will produce a
message "There are no schemes defined, or no scheme is selected" <OK>.
Output from SSH session follows:
