You can make other PDA users happy by providing it as an *.ipk.
But no you don't have to.

(I also didn't know anything about dpkg and ipkg before I started with Linux on my
Psion [ http://www.psilinux.org ] But I learnt a lot more of Linux's innards than I
did by just installing and running SuSE for some years now)
