Restore toggle button repeat rate in 0.8.1?

Upgraded to opie 0.8.1, and noted that when I press the toggle button
the autorepeat action present in 0.7.2 is no longer present. I have
searched the mailing list and wiki but nothing about changing the
behavior back to autorepeat. I may not be saying this correctly so
here is another try.

When I press the toggle button if I hold the key down it does not
repeat itself anymore. How do I change this back to where it will
repeat like a keyboard repeat?
