I don't know OPIE already supports Newfoundland's "half hour" timezone.
That seems quite "progressive" to me.
Especially since the "Rock" is almost in the middle of the North
Atlantic which I guess means that both Europe and North America are
revolving around them and think how frustrating for everybody that is :)
