Weird time/date skew

I've found some odd time/date behavior on opie (running on iPaq,
Familiar)

I first set up Familiar to my local timezone (EDT) by putting the
appropriate "localtime" file in the /etc directory. I then used
"ntpdate" to syncrhonize with a time server and finally synced the
hardware clock to the software clock using "hwclock --systohc" After
doing this, I correctly get the time.

Tue Jun 4 15:28:20 EDT 2002

I did all of that by getting a shell via serial cable. However, when I
run OPIE's Terminal app, I get the wrong time whenever I run the 'date'
command:

sh-2.03# date
Tue Jun 4 19:28:30 America/New_York 2002

Running 'date' again from the serial shell confirms the time is
15:xx:xx, while OPIE's Time/Date app confirms that all applications
running under OPIE think the time 19:xx:xx. It seems OPIE is using a
different timezone mechanism than what is found in "/etc/localtime".

Could someone advise me on the right way to get both OPIE's clock and
Familiar's clock to say the same thing?
