Hi Max,
IANAL and I haven't spoken to anyone from GNU who could speak
authoritatively on the matter so I have no idea whether GNU considers
the RAT-4 license as free or not. If you have some means of pursuing
this, that would be useful.
I should mention that given the StrongARM's floating point
characteristics, and I know you are aware of this as well, not all
codecs perform equally well. Hence various components in the HH.org RAT
CVS image may change from the UCL version but that hasn't been decided
yet. Also the HH.org RAT archive is in part derived from work done by
the VRVS folks (http://www.vrvs.org). Consequently, if you have specific
recommendations on licensing issues I for one would be very interested
in hearing them. Certainly, its worth noting that UCL never states any
relationship with GPL preferring to describe the software as "open
source" so I can only assume they are using an OSI measure rather than a
GNU one.
