Summary: Implement image background scaling
Description:
with these two patches you can select background to be (tiled), (stretched
to fit screen in one direction) or (unscaled) ... there are still issues
with handling JPEG and I dont see any simple way to handle them in current
opie, but PNGs are just fine.

02-add-bg-stretching-option.patch - applies to opie-launcher-settings
04-add-bg-stretching-option.patch - applies to opie-taskbar (this patch
befalls to bug1864-1865-1866 patch serie)

I applied these patches and had the following problems:

 1) If you have an image already set as tiled/none and then change it to
stretched then click OK, the background does not seem to change.

 2) If you then restart Opie, or select another image and set it as
stretched from the beginning, the launcher crashes.
