Summary: Optimizations get passed to build at runtime, not
makefile generation time
Description:
This results in a great build if run from $OPIEDIR, but a simple make from
the app's dir will of course not define the vars that the root makefile
defines to pass down to these builds. Solution is to ensure the vars are
set at makefile generation time, and ensure they get regenerated if the
options change in the config system.
