Sorry for this but I cannot find the the bug based on the bug-id 0000311 !!!
it seems that some info got lost.
I checked out latest CVS and found that ntpbase.ui
./noncore/settings/netsystemtime/ntpbase.ui
does NOT compile with a uic of Qt version 2 ONLY Qt version 3 works !!
the XML file contains version 3.0 in its header
