[jornada] J7xx OE Config

In an attempt to get the J7xx OE profile kicked off, here is my first pass at a machine config for the HP Jornada 7xx. I have not tried compiling with it yet, though. Please add/subtract/reconfigure and send back. Also, we may need our own kernel OE package - don't know yet.... ;)
