I'm not aware of a good HOWTO or FAQ posted on the Web,
but there are various good instructions you can find

If all you want are GNU tools, though, there's an excellent
J720 GNU WinCE site at:

No native GCC, but it has toolchains, GNU apps, and other nifty bits.
