I'm not familiar with Ion2 so this is probably not what you want to
hear, but it's one of possibilities. I'm using IceWM which is light
window manager, too. You can hide it's menu bar by clicking on the arrow
on the right. Here is what it does:

IceWM, Ice Desert theme with menu bar:

Maybe if you disable window titlebars at all, it will be what you want.
