There seems to be a general leaning towards doing things in userspace
where ever possible by the kernel developers. For example the hotplug
daemon and udev. I think your right in going for this approach as the
user can then associate the action with a script and make it do what
they want.
One case I can think of is that I sometimes use my Jornada to play
music and its nice to be able to turn off the screen but keep PCMCIA
turned on (if not I can't access the files!). But other times I might
want to shut everything down.
