I've updated the kernel on my website to switch IRDA-power on, this
solves the problem with non-working irda ;-)
To use IRDA with linux-2.4.30-vrs1-pxa1-j720-7 from
http://wwwcip.informatik.uni-erlangen.de/~simigern/jornada-7xx/
do the following:

modprobe sa1100_ir
irattach irda0 -s

(This at least finds my mobile phone, and I'm able to exchange
AT-commands with it).
