To answer question #1: Windows CE is in ROM which by definition cannot be overwritten. And in the 702's case it's a true ROM, not a Flash ROM which could be reprogrammed. Anything you do add to the machine is stored in RAM. Therefore whatever you may do to your handheld software-wise such as booting from linux which overwrites the contrent od RAM, the ROM will still be intact. When you're ready to go back to CE you simply perform a "hard reset" on the device by removing the battery, backup battery and AC power for a few minutes. When you restore power, the machine will boot into CE (to the stylus calibration screen) just like it was brand new out of the box.
The backup only copies the contents of RAM and once you've performed the hard reset you restore the backup and the handheld will be at the point you did the backup.
The short answer is that you never "lose" CE, just programs/data/settings that you've added to the machine since it's new.
