[iPAQ] What creates PCMCIA /dev devices?

I've managed to fix or otherwise work around some of the difficulty I
experienced with usb-eth. (It had more to do with funkiness the
/etc/modules.conf file than anything else.)

I have the dual-PCMCIA sleeve and I now discover the following: if I
have the second card in place, /dev/hdc* exists. If I don't have it in
place but insert it later, /dev/hdc* doesn't exist so I can't mount
the filesystem on that card.

What should be run by inserting the card? And what do I change to make
it run?
