This is usually avoided by removing the read permissions from the incoming
directory. But this also means that someone would have to administer the FTP
server, check the incoming directory and move the files to the apropriate
place.
What about a system like on sourceforge where interested users can register and
get seperate storage space for their stuff? I think that would be sufficient
and would reduce the administration to just adding users (which could the also
be handled by an automated script).
