Quoth the EULA:

"Back-up Copy. If Manufacturer has not included a back-up copy of the
SYSTEM Software with the SYSTEM, you may make a single back-up copy of
the SYSTEM Software. You may use the back-up copy solely for archival
purposes."

and:

"Single SYSTEM. The SYSTEM Software is licensed with the SYSTEM as a
single integrated product. The SYSTEM Software installed in read-only
memory ("ROM") of the SYSTEM may only be used as part of the SYSTEM."

IANAL, but this sounds to me like there won't be any legitimate trading
or distribution of flash dumps of WinCE iPAQs in your immediate future.

Now, a reasonable person might ask, if they have purchased an iPAQ,
which can only be purchased with a Microsoft tax, how do they exchange
one localization of their software for another? If the official answer
is anything but, "call Compaq/Microsoft [and possibly pay a nominal fee
for media and shipping]," perhaps you might choose a new source for your
hardware, software, or both.
