[snip description of problem]
When the instructions say to reboot or power cycle, they *don't* mean using
the power button above the screen. They mean using either the battery
switch at the bottom left of the device (under the little door) or using the
reset button at the bottom right of the device (poke the tip of the stylus
into the little hole at the bottom right at the bottom of the device). The
power button at the top is similar to a soft power button on an ATX PC - all
it does is send a message to the OS to power down, and since there isn't
really an OS running at that point is doesn't do much. The reset switch is
like the reset button on a PC, and flicking the battery switch on and off is
like pulling the power cable out from a PC - since both of these are pure
hardware resets, the OS has nothing to do with it.
Compaq guys - it might be worth changing the install instructions to make
this clearer.

Try again, using one of the hard reset methods. If you do a hard reset now,
your device should come back up into the bootloader (I think), so reset it
then plug your serial connection straight back in - or reset with the serial
plugged in if you can. Once you get back to the bootloader, you should be
able to proceed from instruction 17. Let us know how it goes.
