Yes, client (vncviewer) and server (Xvnc) are available at

When using vncviewer, be sure to modify the system-wide X resources
so that all scrollbars use button-1 (this change is included
in init-ramdisk-2-37-pm1).

I'm not sure. A VNC client will be happy to send button-{1,2,3}
to the iPAQ server, but other events might need some special keyboard
bindings or something.
