[iPAQ] Ipaq 3630 not starting

I got an old Ipaq 3630 from a friend. The first problem is, it will only
come on when connected to the ac adapter. Also once its on, the screen
just shows what might be an attempt at booting. But I can't recognize
any of it. It looks like random pixels lighting up. I'm hoping that it
just needs to be re-flashed instead of it being dead. Anyway I can
re-flash all the data or tell if it can be saved?
