I had exactely the same problem with exactely the same ipaq. Turned out
the bootloader was too old, I had to change it.
In order to have access to the serial console again, I played with the
buttons during a long time. I think the combination that finally really
hard-reset it is something like power+joypad+reset, but I'm not sure
(expert advice required).
Then I could install the latest bootloader, and now it works.
