[iPAQ] New "Restoring PocketPC" document

Hi all,

I have written a new document on the wiki regarding restoration of PocketPC on
iPAQ handhelds. I would appreciate if those who are familiar with the process
could please take some time to review it:

It is intended to be comprehensive but as simple as possible, so that users
don't have to read through five different documents, some of which have
outdated information. Let me know what you think.
