I have the same problem with my German Ipaq 5450, but the link faild,
theres an other page!
I was on http://www.handhelds.org/projects/wincerestoration.html,
scrolled to: Restoring PocketPC on the H3900 and H5400!
Klicked on "See the note on the ipaq mailing list."
On this page a guy wrote:

How can i make my image right vor the bootloader?
With the command dd?
Wich are the right settings for my wince_image.gz!
It's size is: 26.833.837 Bytes!
It's a backed-up windows-mobile 2003 image for ipaq 5450!
Can some one help me, please! I need PocketPC2003 for some apps! It's
immediately!
