Why not?
Familiar/Linux and eCos are both open source project covered by very similar licenses.
Familiar/Linux is under the well know GPL, while eCos is under a GPL-compatible one.
Note that eCos license is not 100% GPL; some modifications where added to the license to let developers to change the license of their code, even if it's linked with GPL code; in some way, this is similar to LGPL license.
Anyway, if you submit your code under the GPL no violation at all should occour, since each product is GPL compliant.

When working with eCos you could produce non-GPL code provided that you will share your code with the community, but since you're using GPLed source code (I suppose from Familiar) than the more restrictive GPL should apply to your work.
