[iPAQ] iPaq 3850 not charging and indicates 0 charge after CE restore, but can run for 3+ hours under linux at 0 charge

Hello,

I have an iPaq 3850 and was using familiar linux on it for quite awhile. I
have jumped back and forth between WinCE and Linux successfully in the past.
This time things are different wince will no longer show a status bar under
the battery app and will not charge the battery. I reloaded linux and it
also will not show the battery status anymore but it does seem to charge
anyway and will run for 3+ hours off that charge but always indicate 0
charge.

The big problem is that wince no longer knows the status of the battery's
charge but the battery still has good life in it and wince will shut off the
ipaq because it thinks the levels are too low.
