[iPAQ] Battery not charging: dead hardware?

Is there a non-hardware-failure related reason that a
3650, after accidentally having allowed the battery to
completely discharge, the unit would not charge a
battery even after 2 replacement batteries?

I.e., can the actual charging circuitry be damaged by
a dead battery? Charging works neither in the
bootloader (v 2.20.1) or w/ Linux
(2.4.19-rmk6-pxa1-hh13, *-sa image from -- I believe
-- familiar v 7.1, or maybe 7.0) booted.

The unit works fine while connected to A/C power.
