Do you have a serial cable?
If at all your iPAQ should rpint something there. If not, then it might
really have some more severe defect.

In thery you can diconnect the battery:
press the outermost two buttons (calendar and this arrow shaped thing)
at the same time and the press and hold the reset button for at least
five seconds. Somewhere after 5 secs your iPAQ should fall to deepest
possible sleep. I think you have to do this with AC disconnected since
AC connect will revive it.

It might be that the display is broken. But since the display is
independant from the backlight and both seem to be broken on your
device, this is very improbable.
More likely is that there is some other bad flaw in your hardware,
sorry.
