What you have on "CF HDD and on the PC" has nothing to do with it. I'm not
sure why you mentioned this here...?
Do you have a serial connection between the iPAQ and your PC? If not, do you
have a USB connection?

What do you mean by this?

You could try copying the wince_image.gz file (in its gzipped state) to a CF
card, then create a file on the CF card called reflash.ctl containing the
following line (I think this is right)

WinCE wince_image.gz root

Then run the following command on a machine that has a copy of
wince_image.gz available and can write to the CF card

md5sum wince_image.gz /path/to/CF/md5sums

You will obviously need md5sum installed for this to work.
Now stick the CF card in your iPAQ's sleeve and reset while holding down
the "action button" (centre of joypad). When the bootldr splash screen
comes up, press the button marked "CF reflash utility" (or something like
that - it's the "record" button). After "scanning for images", bootldr
should display a list of available images with just one entry called WinCE.
Press the action button to select it and follow the prompts.
I have never done it this way myself, but I have it on good authority that
this should work.
