Yes, that is normal, and it's a bug in WinCE (lake of dokumentation).

The bootloader changes some registers, it does NOT touch the RAM, still
WinCE thinks it has to erase the whole RAM before it can continue to
boot.
As it is not known how the registers must be set to avoide this, there
is no fix.
