[iPAQ] [PATCH] working pxa_ir.c for ipaq 3900

Hi, I fixed some problms with SIR code and added support for 3900. I
tested it with irlan at 9600 since I don't know much about how to change
baud rate .... but I will learn. Anyone can confirm that this works so I
can ask to included this in the CVS?
