The "Address family not supported by protocol" normally means you don't
have af_packet.o loaded. If that's not it, try running dhcpcd under
strace to find out what the actual call is that fails.

Last time I tried an LP-E on my 3970, I wasn't able to make it work
either. But Jamey has made some PCMCIA changes in the meantime, so you
might have better luck.
