How about a little of both. Put both version in the wiki, make one copy the
official copy and the other a work-in-progress, please update, whatever
copy. Only let authorized people update the Official copies, let everyone update
the other copy.

This way, all FAQ/HOWTO stuff is funneled through the wiki, and is in one place,
not two (well, it's still in two places, but it's closer together and easier to
reference from each other)...
