I don't know if your problem can be solved, but a good place for help
with bluetooth on the iPAQ are the CSR (the manufacturer of the BT
chip) public discussion forums:

I also managed to screw up my iPAQ BT functionality with pskey (not the
same problem though), and I got quite good advice from the "Hardware"
forum.
