It depends on the kind of applications you want to develop.

I don't know if Compaq provides a IPAQ emulator under PC. No idea.

If not, that means you need to write Makefiles that should be able to cope with both native
(x86) and cross compiling (x86->arm). This is not difficult, since the OS and the tool chain are
the same (linux, gcc).

I'm developing applications for ARM-based devices and I'm using both an IPAQ and a PC linux box
for testing purposes.

I'm using a thin layer of hardware abstraction in order to use either the
FrameBuffer/Touchscreen (available for both environments) or Nano-X (ditto).

You may have a look to Qtopia/QtEmbedded as they provide the exact same libraries for both
environment: they claim on their site that their SDK is bundled with a special 'make' tool that
handles the cross compilation stuff for you.
