[iPAQ] ssh problem

I suspect this is my ignorance...

from the ipaq:

# ssh -l user_name 192.168.0.1

works fine, but from the laptop (which is the gateway), and as root:

# ssh -l root 192.168.0.17 (address of ipaq)

# secure connection to 192.168.0.17 refused

I know this used to work, How can I get it back?
