3600/3700 differ only in the amount of DRAM and Flash that come by default.

The hardware of the 3100 differs from the 3600 only in a few places.

The 3800 is a substantially different beast.

Unless your application has special hardware needs (particularly color), you won't find any real difference developing on the different iPAQ models. If it works on one, it should work on all.
