I think that's because the Parrot loader, if it jumps straight to ROM,
doesn't need to use any memory. Presumably the WinCE kernel knows the
format of memory, so it can safely allocate some for itself and use
this.
[Disclaimer: take things I say with a grain of salt, since I haven't
even got my ipaq yet. Just a couple more days... :-)]
