[iPAQ] Changes to skiffcluster1, shortly propogating to skiffcluster2-6

Over the last few days I've done a little housecleaning on skiffcluster1.
This has primarily involved changing ownership and permissions in an
attempt to make the skiffcluster a little less vulnerable. Sonny Mounicou
requested the following links which have also been implemented to aid
in compiling projects setup for the cross toolchain on the skiffcluster:

/skiff/local -> /usr
/usr/bin/arm-linux-gcc -> /usr/bin/gcc
/usr/bin/arm-linux-ranlib -> /usr/bin/ranlib

These changes will be slowly propogating to the other skiffclusters within
a day or so. If you find any problems, please let me know.
