To further this along, I'll be the first to pledge $100. I'd be interested to hear if anyone sees any technical problems with this concept or with the particular piece of hardware I've suggested. If anyone knows of something cheaper that would also be good. ;)

I would like to float a suggestion that we good people using the skiffcluster get together about $600 and buy George a Baytech RPC-3 (http://www.baytechdcd.com/products/rpc3.shtml). I will be happy to write some scripty things to manage this device automatically via some reasonably stable system at CRL so that if a skiff is unreachable for some period of time, then it will automatically be powered down and then back up. What do you people think?
