Known issue , - not dependent on wich OS is loaded - go to www.handhelds.org and search the list archives
There are many reports about this problem on the list , it may be possible to have workarounds in Linux ( using a Palmpilot running a terminal emulator such as Mark/Space's Online hanging off the RS-232 port may probably help you out )
As said above subscribe to the lists there and report it on the ipaq list
