This may be a hint: I still got the getcwd() errors during an
install-complete. As a slight over-reaction, I re-installed from scratch
(i.e. from "load root") again. This time I happened to install bash
before install-complete, and voila - no errors.
I'm reasonably sure nothing else important was different in the two
install sessions. I notice someone has changed ipkg to use /bin/sh
instead of /bin/ash now, so maybe this is an ash problem?
