[iPAQ] How to start research on linux over iPAQ?

Hello,
I would like to start a research project on linux over iPAQ. In this
case, I think that I need a
developing environment that includes:

- an iPAQ emulator
- the linux source code
- a compiler for the iPAQ
- a system loader, to load the compiled linux on the iPAQ emulator

I've found multiple web sites from where I can download the linux
source code. However I can't
find any web site with the emulator and related tools. Can anyone help
me to find this developmet
kit?
