That depends on what BT chipset Compaq has built into the jacket and how
it is connected to the iPaq.

In general the BlueZ Bluetooth stack works pretty well on the iPaq (you
should check out the latest version from CVS).
If the jacket offers a standard UART HCI interface you should be up and
running pretty fast. Else it depends on what Compaq did ;)
For the GPRS cellphone it should be possible to connect.
What you need there is a working pppd for GPRS and RFCOMM as Bluetooth
transport layer protocol. Both is supported by BlueZ. You will also need
authentication since the GPRS phone I know of require proper pairing with
authentication before you can use the modem via RFCOMM/ppp. But all this
is supported...
Though you are stumbling through mostly unknown waters ;)
Bluetooth and Linux is quiet new and there isn't that much experience
around in how far it is compliant or can communicate with other Bluetooth
devices.
