While doing something else it dawned on me. Try:

 AS=arm-linux-as AR=arm-linux-ar CC=arm-linux-gcc LD=arm-linux-ld
 NM=arm-linux-nm RANLIB=arm-linux-ranlib SIZE=arm-linux-size
 STRIP=arm-linux-strip OBJCOPY=arm-linux-objcopy CXX=arm-linux-c++
 CPP=arm-linux-gcc ac_cv_linux_vers=2.4.16 ./configure --target=arm-linux
--prefix=/opt/apps

using the correct kernel version for your iPAQ.
